INDICATOR LIGHTS STAYING
ON?

Both of these conditions are usually caused by a bad battery board. The battery board is so named because it uses to NiCad rechargeable batteries to maintain memory of the service lights, amongst other things.
When these batteries will no longer hold a charge, strange things begin to happen to your instruments. This can begin with service indicator lights that cannot be reset, and progress to failure of the tach , fuel gauge and economy gauge. If it gets this far, you run the risk of doing damage to the gauges. Also, your service indicator lights can remain on even with the key out of the ignition, this will cause excessive battery draw, usually killing a battery in less than 2 days.
The board can be repaired by installing a set of NiCad or Lithium Ion rechargeable batteries, assuming you can do a little soldering job. If this is beyond your expertise, you will need to replace the board.
